I believe that each of the 12 people is being reduced in size by 1/12th, and that, in essence, a new person is being created from the 'parts.' But instead of taking all of the parts and making one person from 12 borrowed chunks, each person is just being reduced by a chunk.

That, or maybe we're all just on some type of hallucinogenic drug.

Well if you look at the shift in the image it would appear that all the tops and bottoms are being matched perfectly when moved thus creating the question about where the extra person comes from. However, if closely watched you can see that after the shift from 12 to 13 there are in fact 2 incomplete people (going from 12 to 13 the first guy on bottom left loses a part of his head and the guy in the black shirt on the right leaves behind the bottom of his feet) . In other words, a top and a bottom aren't being completed in the shift from 12 to 13. Therefore, the result is 11 complete people and 2 half people. The missing parts of the half people are so small that your eyes just make up the difference making it tricky. Anywho, thats that :)

When there are 12 people. and the shift is made, basically, one twelfth of those twelve people gets chopped off and gets made into the 13 people. Notice how they are staggered- there is a slice from every level of those 12 people that gets stacked up like a stack of pancakes. So, when it goes from 12 to 13, every person is missing one small part, and those little parts make up person number 13.
